Unit 1 : Introduction

These guidelines are targetted at local authority inspectors in England and should be read together with The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 (Sl No.486). 

Unit 1 : What is in and out of the scope: Providing home boarding for dogs

Schedule 1 of the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 (“the regulations”) defines the licensable activities for each of the sectors. In all of the cases (except dog breeding), the licensable activity is restricted to those operating on a commercial basis or to businesses.

Unit 2 : Records

The license holder must make sure that at any time all of the records that the license holder is required to have as a condition of the license are available for inspection by an inspector in a legible and visible form. 

Unit 2 : Use, Number and Type of Animal

Only the animals and types of animals specified in the license may be used in relation to the relevant licensable activity. This license only applies to the home boarding of dogs. 

Unit 2 : Staffing

Sufficient numbers of people who are capable of doing the job must be available to provide a level of care that makes sure the welfare needs of all the animals are met.

Unit 2 : Monitoring of Behaviour and Training of Animals

Active and effective environmental enrichment must be provided to the animals in inside and any outside environments. 

Unit 2 : Animal Handling and Interactions

All people responsible for the care of the animals must be competent in the appropriate handling of each animal to protect it from pain, suffering, injury or disease. 

Unit 2 : Protection from Pain, Suffering, Injury and Disease

Written procedures must be in place and implemented covering feeding regimes, cleaning regimes, transportation, the prevention of disease and control of the spread of disease, monitoring and ensuring the health and welfare of all the animals, the death or escape of an animals including the storage of deceased animals.

Unit 2 : Emergencies

A written emergency plan, acceptable to the local authority, must be in place, known and available to all the people on the premises used for the licensable activity.

Unit 3 : Home

In a home environment, the accommodation provided covers two areas. One is Indoor – There must be sufficient space available to provide an individual sleeping area for each dog that is being cared for and have the ability to keep each dog in a physically separate room if required.

Only with written consent from every owner may dogs from different households be boarded at the same time.

Unit 3 : Monitoring Behaviour
